National Safeguards Information System of Lao PDR

The Lao National Safeguards Information System (LNSIS) is a national-level system for providing information on how the Cancun safeguards are addressed and respected, during implementation of REDD+ activities in Lao PDR. The LNSIS outlines objectives, institutional arrangements, database management and reporting mechanisms.

1st Summary of Information on How Safeguards for REDD+ were addressed and respected by Lao People’s Democratic Republic for the period 2015-2018

According to the Decision 12/CP 19: 1. Reiterates that according to decision 12/CP.17, paragraph 3, developing country Parties undertaking the activities referred to in decision 1/CP.16, paragraph 70, should provide a summary of information on how all of the safeguards referred to in decision 1/CP.16, appendix I, are being addressed and respected throughout the implementation of the activities; 2. Reiterates that according to decision 12/CP.17, paragraph 4, the summary of information referred to in paragraph 1 above should be provided periodically and be included in national communications, or communication channels agreed by the Conference of the Parties; 3. Agrees that the summary of information referred to in paragraph 1 above could also be provided, on a voluntary basis, via the web platform on the UNFCCC website Therefore, Lao People’s Democratic Republic would like to submit its first SOI for the period 2015-2018.

As a landlocked Least Developed Country, Lao PDR is highly vulnerable to climate change. Its economy is dependent on natural resources, especially forestry, agriculture, electricity generation and mining. Agriculture, forestry and fisheries account for 16 percent of its Gross Domestic Product (GDP) and employs 64 percent of the Lao workforce.

This project funded by the Green Climate Fund (GCF) supports Lao PDR’s implementation of an ambitious REDD+- emission reductions programme after decades of losing tropical forest cover. It will strengthen an enabling environment for REDD+ by enhancing the availability of finance and strengthening the forestry sector’s legal and regulatory framework. It will also encourage deforestation-free agriculture and agroforestry by enhancing agricultural productivity.

GFLL Project safeguard documents

The program aims to address the drivers and underlying causes of forest loss in six provinces (Houaphanh, Luang Prabang, Oudomxay, Luang Namtha, Bokeo, Xayabouly), encompassing a third of national territory. The region has been responsible for 40 percent of nationwide deforestation and forest degradation between 2005–15.

The FCPF Carbon Fund, through the World Bank, commits to making payments to the Lao PDR for verified reductions of up to 8.4 million tonnes of carbon dioxide emissions in northern Laos.
